Description of Duties: Purpose/Objective:
To manage the development and production of high-quality, technically innovative proposals and presentations. The Proposal Manager is responsible for managing, leading and supporting the full proposal development lifecycle. In addition to management oversight, Proposal Manager will work with teams to develop technical solutions, perform technical writing, editing and researching industry specific, technical and non-technical content. May participate in developing sales presentations for OnPoint’s Business Development Team and producing deliverables for OnPoint’s Client Delivery Team.

Essential Functions:
• Leads in developing and managing the proposal process to ensure the production of high quality, winning proposals.
• Leads in formulating customized proposals, through a defined process, in conjunction with the OnPoint Business Development organization, team members and various functional groups.
• Ensures that proposal development process conforms to established, documented BD process and to the company quality system procedures.
• Performs industry specific market research and analysis.
• Manages proposal budgets within established parameters; monitors bid and proposal (B&P) costs and provides regular updates to senior management on proposal win rate and return on investment of B&P process.

Other Related Functions:
• Support client delivery (project focused) staff in the development of high quality technical reports and presentations.
• Monitors competitors and current industry trends.
• Makes recommendations and reports potential new market segments.
• Assists in producing feasibility studies/business cases for new services, when applicable.
• Maintains strong relationships with customers to evaluate quality of service and utilize customer feedback.

Supervisory Responsibilities:
• Lead senior and mid-level technical and management staff in developing proposal components, including technical approach, management approach, and cost proposal
• Lead/Supervise administrative staff in proposal production
Special Skills: Demonstrable experience in proposal management/development with a federal IT contractor.
• Demonstrated experience performing market research in the federal sector.
• Experience leading/conducting win theme development and storyboarding sessions.
• Experience managing and updating proposal boilerplate library, including resumes, past performance, management plan, and technical approach.
• Demonstrated experience in planning, organizing, communicating, and directing the complete proposal development process for large IT opportunities ($20+ million contract value).
• Verifiable record of contract awards directly attributable to proposal development and management experience.
• Strong organizational, planning, prioritization, and written/oral communication skills.
• Ability to comprehend technical and non-technical documents issued by the government to support proposal process.
• Leadership skills to direct technical and non-technical personnel in the proposal development lifecycle.
• Ability to document and present abstract ideas, conceive technical solutions, and develop detailed technical approach processes for implementation.
• Excellent interpersonal skills; with the ability to influence and persuade, through writing, to achieve desired outcomes.
• Strong analytical and problem solving skills.
• Ability to multi-task and manage multiple priorities; ability to effectively lead multiple proposals concurrently.
Related Work Experience: Bachelor’s or Associates Degree in business, marketing, information technology or other related discipline.
• Formal training in proposal development processes specific to the Federal government IT environment
• Specific experience with Shipley Associates processes highly desirable.
• Knowledge of account-based marketing, account management, and business development concepts.
• Knowledge and understanding of ISO-9001 Quality Management Standards highly desirable.
