Description of Duties: General Job Description
The Senior Pricing Specialist will work with Proposal and Business Development teams, including the Capture Manager and Proposal Manager, to prepare the price proposal for all contract types associated with Federal procurements. Responsibilities include: review/interpretation of RFP/RFQ documentation, competitive pricing analysis, cost and pricing data preparation and presentation, cost and pricing volume preparation and extensive collaboration with capture team.

The Senior Pricing Specialist is expected to perform a variety of formal and ad-hoc proposal-related tasks to include:
• Serve as Lead Pricing Analyst for RFP/RFQ review/analysis, competitive pricing analysis, price proposal preparation, obtaining and incorporating subcontractor/vendor price proposals and performing quality control review of Pricing Volume.
• Works with the Capture Manager and Proposal Manager in building or customizing templates to prepare resource estimates and build customized Pricing Volume templates. This includes leading timely pricing data calls from subcontractor/ team members, as well as leading the response to pricing data calls from primes.
Special Skills: Additional responsibilities:
• Providing direct pricing strategy and proposal support to Business Development teams and the Capture Manager and Proposal Manager
• Ensuring compliance with customer requirements (FARS, DFARS, and FIRMIRs) and all Price/Cost Proposal instructions in the solicitation, and responding to Red Team Reviews of proposal products for enhanced effectiveness and compliance
• Developing / executing cost exhibit terms/conditions to achieve proposal cost realism
• Taking a lead role or assisting in developing / executing competitive pricing strategies that are realistic and defensible
• Performing Cost Model audits for accuracy and compliance to both Internal and customer
related requirements
• Preparing ad-hoc analyses and data collection on labor, travel and material related cost elements, as required
• Participating in proposal planning / scheduling sessions
• Performing Subcontractor pricing analysis
• Implementing complex cost life cycle tools to achieve cost reasonableness and realism within proposals
• Responding to Government post-submission price-related questions and requests for clarifications
• Supporting price negotiations with the Government with ad-hoc pricing analyses and/or Power Point presentations
• Ensuring final price proposal revisions, including revised pricing targets from Subcontractors

Position-specific Qualifications:
• A thorough understanding of the proposal life cycle, as well as contract types, including fixed-price (FFP, FFP-PBC, FPAF, FPIF), cost (CPFF, CPAF, CPIF), T&M/FPLH, GSA Schedule, and BPA/IDIQs.
• Must be able to develop competitive pricing strategies in response to RFPs/RFQs
• Minimum of 5 Years of specific, measurable experience leading Federal Pricing, Financial Analysis, Competitive Analysis, Cost Accounting, etc.
• Experience in pricing Performance-based Contracts
• Experience in pricing managed services contracts
• A firm understanding of business principles with a background in accounting and/or finance
• Experience in the use of Microsoft Office applications (Excel, Word, PowerPoint, Project, Access)
• Excellent communication skills both verbal and written
• Extremely high degree of attentiveness to accuracy and detail
• Team player

Education:
• College Degree - BA/BS, Preferably in Finance or Accounting
• Master’s Degree in Business and/or Finance preferred
Related Work Experience: Demonstrated Experience Needed:
• Experience developing price proposals for complex, Information Technology services contracts, including procurements valued at $40M and higher
• Experience performing labor rate competitive analysis and labor rate formulation based on assigned labor categories
• Track record of winning price/cost proposal development in response to Federal Government RFPs/RFQs, including multiple rounds of Amendments and proposal revisions
• Proven experience in preparing price/cost volumes requiring direction and coordination of multiple subcontractors under tight time deadlines
• Proven experience supporting large and small prime contractors in the timely and accurate preparation of price/cost proposals
• Experience supporting Capture Managers in pricing strategy development and execution
• Track record of analyzing RFPs and developing clarifying questions and effectively interpreting complex requirements and instructions
