Description of Duties: Provide solution support to a Federal Agency in its financial management responsibilities with a primary focus on two applications that constitute, mainly, the Agency’s acquisition and financial systems:

• Oracle Federal Financials
• PRISM (for procurement)

Other systems interface with these two systems and include a labor distribution reporting system, a cost accounting system, and an advanced reporting system.

The chosen candidate will:

• Assist with the development of strategic plans, project plans, scoping documents, and level of efforts estimates for support of the Agency’s financial management systems.
• Provide analysis, recommendations, and documentation to assist with input for future planning, updates, and change management for all elements of the Agency’s financial program.
• Develop and review technical deliverables such as system and enterprise architecture documents, business process workflows, requirements documents, diagrams, training manuals, and data flow maps.
• Provide risk analysis and recommendations for testing and development Projects.
• Perform risk analysis and make recommendations to the lifecycles for the financial systems in order to minimize risks.
• Recommend and assist project managers to implement improvements to customer support methodologies. Specifically:
o Research, analyze, develop drafts and assist project managers to deploy methods that improve customer interaction and communications
o Research, analyze, recommend and assist project managers with implementing knowledge management concepts and practices across the entire Agency.
• Assist Project managers to maintain and revise the Agency’s financial reporting systems document.
• Analyze requirements and provide recommendations to project managers related to the completion of projects as they are approved by the project review board.
• Develop and review technical deliverables including project management plans, requirements documents, design documents, test plans, test results, traceability matrices, software, implementation plans, O&M manuals, and Standard Operating Procedures (SOP’s).
• Ensure technical deliverables are compliant with Agency standards.
• Develop, maintain, support, and update custom extensions, interfaces, and reports based on Systems Development Lifecycle methodology adopted by the Agency.
• Provide technical support and expertise in requirement, design, and code reviews.
• Provide technical support for month-end and year-end reporting requirements as provided by the Agency.
• Conduct systems analysis and develop option papers, or “White” papers, detailing research and options.
• Develop reports using Oracle Webreports, Discoverer, or any Agency provided third party reporting tool utilized to support business needs.
• Develop, update, and execute test plans and procedures.
• Develop, update, and execute ad-hoc query requests via Discoverer or authorized ad-hoc query tool.
• Monitor and respond to level 2 helpdesk tickets related to interfaces, extensions, and reports.
• Provide technical expertise for Technical Review Boards, Change Control Boards, and Change Control Committees for the Oracle Federal Financials system, Discoverer, and OCI.
• Provide subject matter expertise and support the Agency’s Oracle Federal Financials technical lead.
• Analyze, review, finalize technical deliverables project management plans, requirements documents, design documents, test plans, test results, traceability matrices, software, implementation plans, O&M manuals, and standard operating procedures.
• Provide assistance to Project Leads in the execution and implementation of financial management system projects.
• Provide assistance in the development and monitoring of program and project schedules.
• Provide assistance in conducting and leading requirement reviews and design reviews.
• Provide assistance in developing project status reports based on the project management methodology adopted by the Agency.
• Provide assistance in providing technical support for month-end and year-end reporting requirements.
• Develop, maintain, support, and update custom extensions, interfaces, and reports based on Systems Development Lifecycle methodology adopted by the Agency.
• Develop, maintain, update, monitor, and report performance of Memorandum of Understandings (MOU’s) and Service Level Agreements (SLA) with the Enterprise Service Center (ESC) and other organizations in support of IT Financial Systems activities.
• Develop Level of Effort (LOE) estimates to complete financial management system projects.
• Develop, maintain, support, and update OCI code.
Special Skills: • Ten years experience working on Oracle Financial Applications.
• Five years experience managing, architecting, and implementing functional and technical solutions, and providing business process improvements to Oracle Financial Applications.
• Minimum of five years working in a Federal Accounting environment using Oracle Federal Financials.
• Experience with PRISM highly preferred.
• Excellent knowledge in the use of Oracle Webreports or Discoverer.
• Technical experience with the development of custom solutions as they relate to Oracle Federal Financials. Experience working with OCI code preferred.
• Technical experience working with Oracle standard APIs for Oracle Financials including the Activity Management Gateway (AMG).
• Excellent (5+ years) working with the Federal Accounting process, including involvement in month-end and year-end processing.
• Demonstrated experience managing or working in teams and projects in a functional and technical environment.
• Excellent knowledge and actual experience in working with best practiced Software Development Lifecycle methodology.
• Demonstrated ability identifying and resolving issues in a complex technical environment.
