| Description of Duties: |
CAPTURE PLANNING AND EXECUTION
• Reports directly to Vice President for Business Development
• Manages all phases of opportunity capture, including development of technical, operational, management, teaming, and cost/price solution approaches – Drives the opportunity from capture decision to contract award
• Formulates, communicates, and implements an integrated capture strategy that provides a clear and defensible justification for award
• Establishes processes and plans necessary for capture management and manages their execution by members of the capture team
• Directs the preparation, approval, and execution of the capture plan and capture schedule
• Develops and presents capture management reports and briefings and reports to executive management on current capture status
RESOURCE MANAGEMENT AND COORDINATION
• Leads, motivates, and energizes internal and external team members to produce a winning capture effort
• Identifies capture team required to win the bid and assigns capture responsibilities
• Interacts and coordinates capture efforts of internal and external resources, consultants, and subject experts
• Works closely with functional departments (e.g., Contracts, Pricing, Finance, HR, etc.) to ensure an integrated approach
• Works with Account Manager to coordinate capability and solution presentations prior to RFP release
• Coordinates development and implementation of communications campaigns supporting capture efforts
SOLUTION AND PROPOSAL DEVELOPMENT
• Overall responsibility for technical solution development, pricing strategy, teaming strategy and quality of final technical and price proposal
• Works with CTO and other internal and external subject matter experts to develop a winning technical solution
• Works with CFO and Pricing Specialist to develop winning pricing strategy

REQUIRED SKILLS AND EXPERIENCE:
• Demonstrated record of success leading teams as a Capture Manager leading capture efforts from pursuit decision to award
• Strong federal contracting industry knowledge, marketing and sales capabilities, technical insight, technical and price proposal experience, program management skills, and leadership skills
• Professional and personal skills, and the energy and vision to lead teams to capture and win new work
• Excellent written communication and presentation development skills
• Excellent verbal and personal presentation skills with the ability to persuasively present and represent OnPoint’s business capabilities
• Strong organizational, strategic thinking and planning skills
• Demonstrated ability to communicate and interact effectively with senior levels of internal and external organizations
• Strong negotiating and problem-solving skills
• Bachelor’s degree required, Master’s Degree in Business or Marketing related field preferred

| Related Work Experience: |
• Minimum of five (5) years experience managing and executing all aspects of capture in a federal sales lifecycle environment, including lead and opportunity development, teaming strategies and negotiations, proposal planning, price to win assessment, and budget and operational management
